l Gentlemen:

By Letter W3F1-98-0033 dated July 2,1998, Entergy, on behalf of Waterford 3, provided Technical Specification Change Request (TSCR) NPF-38-207. This request provided revised ACTIONS 19 and 20 for Table 3.3-3 for the Functional Unit 7

'" Emergency Feedwater," items b and c.

On May 19,1999. Entergy discussed this change with Mr. Chandu Patel of the NRC Staff. Based on this conversation, Entergy is b amitting the attached revised pages to replace Attachment C .n its entirety in the original TSCR. The changes to ACTION \l 20 delete the word "re' ..rement" and revise the word " MODES" to " MODE (S)".

I in addition to tha changes identified by Mr. Patel, Entergy has identified the following revisions to the TSCR:

The at')reviation for Feedwater Line Break is being changed from FLB to fi' FWLB for consistency with other TS Bases.

This TSCR changes the Steam Generator Level Functional Unit of Emergency Feedwater to ACTIONS 19 and 20. Thus, ACTIONS 13 and 14 no bnger apply to Steam Generator Level. Therefore, ACTIONS 13 and 14 are being deleted from Steam Generator Level by this revision. ACTIONS 13 and 14 9907130130 990707

Revised Technical Specification Change Request NPF-38-207 W3F1-99-0098 Page 2 July 7,1999 continue to be applicable to the Functional Units of Safety injection, Containment Spray, Containment Isolation and Main Steam isolation. Steam Generator Pressure Low continues to be applicable to some of these Functional Unhs, so it is being retained in ACTIONS 13 and 14.

Miscellaneous typographical errors on existing pages, not related to this change, are being corrected.

Some of the Bases statements are being rephrased for clarity.

A Bases change regarding the Reactor Trip Circuit Breakers transmitted to the NRC Staff by Letter W3F1-99-0093, dated May 20,1999 is also included in this change. This change has been evaluated pursuant to 10CFR50.59 and has been determined to not involve an unreviewed safety question. This Gang? has been reviewed and approved by the P! ant Operations Review Committee.

Since these changes are editorialin nature, Entergy has concluded that this change is bounded by the No Significant Hazards Consideration Determination submi+ted in the July 2,1998, license amendment request. Therefore, the original No Significant Hazards Consideration Determination continues to be applicable.
