Dear Mr. Dugger:

i The staff, with technical assistance from its contractor, the Idaho National Engineering and Environmental Laboratory (INEEL), has reWewed and evaluated the information provided by Entergy Operations, Inc. (licensee), in its letter dated June 30,1998, proposing its First 10-Year Interval Inservice inspection Requests for Relief Nos. ISI-018 through ISI-020 for Waterford ,

Steam Electric Station, Unit 3. I For Requests for Relief ISI-019 and ISI-020, imposition of the requirements in strict compliance l with the American Society of Mechanical Engineers Boiler and Pressure Vessel Code is impractical. Examinations performed provide reasonable assurance of the structuralintegrity.

Therefore, relief is granted pursuant to Title 10 of the Code of Federal Reaulations.

Section 50.55a(g)(6)(i) (10 CFR 50.55a(g)(6)(i)).

For Request for Relief ISI-018, the licensee has made a reasonable effort to maximize examination coverage of the shell welds for the augmented reactor pressure vessel examination. The examinations performed provide an acceptable level of quality and safety.

Therefore, the licensee's proposed alternative is authorized pursuant to 10 CFR 50.55a(g)(6)(ii)(A)(5).

The statt's evaluation and conclusions are contained in the enclosed Safety Evaluation (SE).

INEEL's Tea.hnical Letter Report is also included as an attachment to the etaff's SE.
