CNRO-99/00023 Gentlemen:

In accordance with 10 CFR 50.90, as required by 10 CFR 50.54 (p)(1) Entergy Operations, Inc. (EOl) requests NRC staff review and approval of the Integrated Nuclear Security Plan (INSP) and Integrated Security Training and Quatincation Plan (IST&Q) for use by all EOl facilities. The proposed INSP fully implements the applicable requirements of 10 CFR 73, Section 73.55, Requirements for physical protection of licensed activities in nuclear power reactors against radiological sabotage: and 10 CFR 73, Appendix C: Licensee Safeguards Contingency Plans. The Integrated Security Training and Qualification Plan meets the applicable parts of 10 CFR 73 Appendix B:

General Criteria for Security Personnel.

SAFEGUARDS INFORMATION Consolidation of the Four Current Security Programs September 7,1999 CNRO-99/00023 Page 2 of 3 On October 15,1998 the NRC staff and EOl discussed several contemplated changes to the INSP in a conference call. In consolidation of our plans into a single plan, the ,

proposed INSP utilizes many existing plan features that have previously been deemed to l satisfy the commission's regulations. ' As discussed in that conference call not all of the proposed INSP changes are deemed by EOl to be reductions in commitment. However, due to the number and scope of the proposed changes, EOl requests formal NRC approval of the entire INSP. Also, as a result of the call, EOl is not seeking new j exemptions to Part 73 requirements as part of this submittal. However, these topics may l be considered again in future submittals. EOl requests that the NRC staff complete its 1 review and issue approval within six months of the date of this letter. Additionally, EOl requests allowance for a phased implementation time of six months from the date of approval by the NRC to conform our procedures to the new plan. j This revision is being proposed to provide consistency in security program implementation within EOl and bring the EOl Security Programs in closer alignment with each other utilizing previously accepted NRC program elements from EOl plants. We believe this approach has desired resource and efficiency benefits for both EOl and the  ;

NRC in implementation and inspection to the security regulatory requirements.

The attached documents contain safeguards information in accordance with 10 CFR 73.21 or proprietary information pursuant 10 CFR 2.790(d). Information in this submittal i meeting the category of 10 CFR 73.21 shall be protected accordingly or otherwise shall be subject to disclosure only in accordance with applicable provisions. The composite ,

security plan is considered safeguards information; however, portions or pages which do not contain safeguards information may be decontrolled when separated from the plan.

The details of EOl's request can be found in the attachments. We have used the same I mark up approach applied to our One QA Program submittal dated April 30,1998 and l approved by the NRC on November 6,1998 to organize the descriptions of changes and i associated justifications. Current plans are marked in the margins and coded to show changed or relocated wording. Attachment 3 contains explanations of the change codes.
