Dear Mr. Dugger:

By' letter dated January 27,1998, Entergy Operations, Inc. (EOl, or licensee), submitted a -

request for relief (RR ISI-001) from inservice inspection requirements of American Society of - j Mechanical Engineers,Section XI for Waterford Steam Electric Station, Unit 3 (Waterford 3).

On March 22,1999 EDI submitted additional information that was omitted from its original submittal on January 27,1998.

The staff, with technical assistance from its contractor, the Idaho National Engineering and  !

Environmental Laboratory (INEEL), has reviewed and evaluated the information provided in the ,

submittals. Based on the review of EOl's information and the recommendations from the contractor, the staff concludes that relief may be granted pursuant to Title 10 of the Code of .

Federal Reaulations. Section 50.55a(g)(6)(i) for RR ISI-001, Revision 7, Parts A, B, C, D, E, and F for the first 10-year interval. The relief granted is authorized by law and will not endanger life or property, or the common defense and security, and is otherwise in the public interest. In making this determination, the staff has r.onsidered the burden on the licensee if the l requirements were imposed on the fraaty.

The staff's evaluation and conclusions are contained in Enclosure 1. Enclosure 2 is INEEL's Technical Letter Report.
