Dear Ms. Bernabei:

This is in further response to your letter dated August 15, 1984, in which you requested, pursuant to the Freedom of Information Act (F0IA), all records relevant to and/or generated in connection with the report entitled " Addendum to Review of Waterford III Basemat Analysis" issued August 3, 1984, including all documents related to this report, as well as all drafts of this report.

As we noted in a letter to you dated August 31, 1984, the NRC has already made a document subject to your request available at the NRC Public Document Room (PDR) in-response to F01A-84-455 (see Appendix B, Number 28). We also noted that the NRC staff-had undertaken an intensive review to resolve issues in order to reach a l'icensing decision on Waterford Unit 3. This review is now complete and all pertinent documents subject to FOIA-84-681 not otherwise exempt under the F0IA .have been made publicly available. These documents are

l GAP requests that fees be waived, because " finding the information can be con-sidered as primarily benefitting the general public," 5 U.S.C.}552(a)(4)(a). GAP is a non-profit, nonpartisan public interest organization concerned with honest and open government. Through public outreach, the Project promotes whistleblowers as agents of government accountability. Through its Citizens Clinic, GAP offers assistance to local public interest and citizens groups seeking to ensure the

Directer Office of Administration Page Two health and safety of their communities. The Citizens Clinic is currently assisting citizens groups, local governments and intervenors in Louisiana concerning the construction of the Waterford III Steam Electric Station.

We are requesting the above information as part of an ongoing monitoring project on the adequacy of the NRC's efforts to protect public safety and health at nuclear power plants.

For any documents or portions that you deny due to a specific FOIA exemption, please provide an index itemizing and describing the documents or portions of documents withheld. The index should provide a detailed justification of your grounds for claiming each exemption, explaining why each exemption is rel-evant to the document or portion of the document withheld. This index is re-quired under Vaughn v. Rosen (I), 484 F.2d 820 (D.C.Cir.1973), cert. denied, 415 U.S. 977 (1974).
