Froin January 17 through February 27,1999, an inspection was conducted at your Waterford
Steam Electric Station, Unit 3, reactor facility. The enclosed report presents the scope and
results of that inspection.

During the 6-week period covered by this inspection, your conduct of activities at Waterford 3
was generally characterized by safety-conscious operations, sound engineering and
maintenance practices, and careful radiological controls.
Based on the results of this inspection, the NRC has determined that six violations occurred.
These violations involved the failure to: (1) protect redundant trains of the static uninterruptible
power supplies, (2) correct inaccurate information in the Updated Safety Analysis Report,
(3) perform adequate calculations to ensure containment building instrumentation was
adequately protected, (4) meet the Technical Specification allowed outage time for inoperable
hydrogen analyzers, (5) meet the Technical Specification allowed outage time for inoperable
feedwater isolation valves, and (6) provide adequate security lighting for temporary structures
inside the protected area. These violations are being treated as noncited violations (NCV)
consistent with Appendix C of the Enforcement Policy. The NCVs are described in the subject
inspection report. If you contest the violations or severity level of the NCVs, you should provide
a response within 30 days of the date of this inspection report, with the basis for your denial, to
the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555-

Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001,
in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its
