Dear Mr. Dugger:

We have reviewed your letter dated August 12,1999, and the enclosed exercise scenario package for the Waterford 3 emergency plan exercise scheduled for October 13,1999.  :

' Based on our review, we determined that the exercise is appropriate to meet the exercise I d

objectives and emergency plan requirements. The declaration of one of the emergency events in the exercise was discussed further with Mr. J. Lewis of your staff on September 15,1999.

Mr. Lewis provided satisfactory responses to our questions.

We contacted the Federal Emergency Management Agency Region VI during our review.

Mr. E. Boaz had no comments for us to relay to you concerning offsite response.
