REQUEST FOR ADDITIONAL INFORMATION - PROPOSED RECORD STORAGE CENTER AT FORT ST. VRAIN (FSV)

D. Warembourg (PSC) letter to H. Berkow (NRC), Record Storage Center at FSV, April 25,1986(P-86069)

In the reference letter, you described your plans to construct a new Record Storage Center at FSV. This structure will be separate from the existing record storage building. You also submitted a copy of the applicable codes and standards that will provide the design basis for the new Record Storage Center, as well as a listing of ten exceptions you requested to these codes and standards.

NRC guidance for the design of facilities for the storage of records is con-tained in Standard Review Plan (SRP) Section 17.1.17.4. SRP Section 17.1.17.4 references Regulatory Guide 1.88 (which endorses ANSI N45.2.9) and Branch Technical Position (BTP) CMEB 9.5-1 (which references various National Fire Protection Association (NFPA) standards). Your ten exception requests deal with deviations to portions of NFPA Standards such as NFPA Standard Nos.10, 12A, 72D, and 72E, as well as to portions of ANSI N45.29.

We have reviewed these exception requests and have discussed our concerns with Mr. Mike Holmes and other members of your staff during a July 8,1986 telecon.

Our concerns, as addressed in this telecon, are documented in Enclosure 1 as a Request for Additional Information. Please provide this infomation within 45 days from the date of this letter. If you have any questions, please contact meat (301)492-7930 or Ken Heitner at (301) 492-8288.

1. The halon fire suppression system should be designed and installed in accordance with the guidelines of National Fire Protection Association (NFPA) Standard No. 12A (referenced in BTP CMEB 9.5-1). We would expect that the design concentration of halon gas would be 10 percent, maintained for 10 minutes duration. The system should have a 100 percent reserve supply of halon gas. A discharge test, featuring multiple test points and various levels, should be conducted prior to acceptance.
2. The fire detection / fire alarm system should be designed in accordance with the requirements of NFPA Standard Nos. 72D and 72E (referenced in BTPCMEB9.5-1). Design details pertaining to the location and spacing of fire smoke detectors, circuit supervision and local / remote alann annunication should be provided.
3. Portable fire extinguishers should be provided in accordance with NFPA Standard No. 10 (referenced in BTP CMEB 9.5-1).
4. The openings in the exterior walls should be protected by fire dampers or fire doors having a fire resistance rating comparable to the 2-hour fire rating of the walls.
5. The plant is designed to be capable of safe shutdown following a

" maximum" tornado with a 300 mph total horizontal wind velocity.

Demonstrate that any missiles resulting from the failure of the Record Storage Center will not damage any Category I structure or safety related equipment.
