Gentlemen:
~This refers to the special safety inspection conducted by Messrs. J. W. Muffett,
H. A. Walker and J. M. Jacobson of this office on October 27, November 6, 11,
12, 14, and 20, 1986,- and February 17, 1987,'of activities at. Zion Station,
Units 1 and 2, authorized by NRC Operating Licenses No. DPR-39 and No. DPR-48
and to the discussion of our findings with Mr. G. J. Plimi .at the conclusion of
the inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. . Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.

. Following the Diesel failure on October 24, 1986, Connonwealth Edison Company
(CECO) and the-NRC, on October 25,1986, agreed to certain stipulations to
evaluate the root cause and significance of this failure. These stipulations
were denoted in a Confirmatory Action Letter (CAL) (CAL-RIII-86-CC6), issued on
October 27, 1986. The six required actions stated in the CAL have been completed
by Ceco, reviewed and found to be acceptable by the NRC, therefore, this CAL is
closed.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as specified in the enclosed Notice. A written response
.is required.
In accordance with 10 CFR 2.790 of the Comission's regulations, a copy of
this letter, the enclosures, and your response to this letter will be placed
in the NRC Public Document Room.
The responses directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget
as required by the Paperwork Reduction Act of 1980, PL 96-511.
