Gentlemen:

This refers to _the routine safety inspection conducted by Messrs. W. J. Slawinski

and R. A. Paul of this office between' December 15, 1988 and January 4, 1989,

of activities at Zion Nuclear Power Station, Units 1 and 2, authorized by NRC

Operating Licenses No. DPR-39 and No. DPR-48 and to the discussion of our

inspection findings with Mr. Pliml and others of your staff on January 4 and

February 16, 1989. Two transportation incidents reviewed during.this same

time period by Messrs. Slawinski and Paul were previously documented in

Inspection Reports No. 295/89005; No. 304/89005.

The enclosed copy of our inspection report identifies areas examined during

'the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, independent

measurements and interviews with personnel.

No violations of NRC requirements were identified by the inspectors.during

the course of this inspection. Weaknesses were identified concerning your

access controls for high radiation areas and your radiation occurrence report

(ROR) program. Based upon discussions with Mr. Joyce on February 16, 1989,

it is our understanding that you will complete implementation of corrective i

actions for these weakness by July 1, 1989. We will review your corrective '

actions during a future inspection.

I In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in'the NRC

Public Document Room.
