Dear Mr.'0'Connor:

On November 17'and 18, 1987, NRC senior r.anagers met to review the perfomance i of operating nuclear power plants licensed by the NRC. These meetings are conducted biannually to focus NRC resources.on those plants and related issues of greatest safety significance. At this meeting the Dresden facility was

, categorized as requiring continued close monitoring. NRC places plants in this I category that have taken action or have connitted to take action that should l correct identified problems, but the effectiveness of this action has yet to be fully demonstrated. ' Based on being in this category, the NRC will continue to have an increased level of headquarters and regional attention to monitoring I Dresden's performance.

A summary of NRC discussions held relating to Dresden.is provided below: 1 As a result of NRC inspections'and evaluations by a Diagnostic Evaluation Team, the problems and weaknesses ,

,. at Dresden are believed to be well understood by the NRC l and the Commonwealth Edison Company. The company, up to i l and including the Chief Executive Officer, has committed L resources and management attention to improve overall

? performance at Dresden. A corporate reorganization,  ;

i major management changes, the apparent dedication of the '

l present staff, and.the development of significant improvement programs are expected to. raise the general level of' performance over the coming months. Some improvements in material condition and housekeeping are j- already evident; however, continued, close monitoring by i the NRC is considered necessary. The NRC plans to review and follow the progress of the company's integrated improvement plans to assure sustained l improvements in such important areas as management / operator / union interactions, quality assurance effectiveness, plant material, condition, operations, corrective and preventive maintenance, operator training, and inservice testing. The NRC will conduct monthly meetings with the licensee to monitor the results of the integrated improvement plan.

DEC 111987 An NRC Commission meeting open to the public has been scheduled for December 17, 1987, to review the results of the latest meeting of NRC managers.

Mr. A. Bert Davis, the Region III Administrator, has discussed the basis for our conclusions with regard to the Dresden facility with members of your staff.
