Gentlemen:

This refers to the special safety inspection conducted by Mr. T. J. Ploski and

others of this office on November 17, 1987 and December 1-4, 1987, of activities

at the Braidwood Nuclear Generating Station, Ur.its 1 and 2, authorized by NRC

Operating License No. NPF-72 and Construction Permit No. CPPR-133, and to the

discussion of our findings with Mr. E. E. Fitzpatrick and others of your staff

at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

This was a final appraisal of the Braidwood Station's emergency preparedness

program prior to the scheduled Unit 2 fuel loading. No violations of NRC

requirements were identified during this appraisal, which supplemented a

routine inspection of the program conducted in August 1987, as documented in

Inspection Report No. 50-456/87026(DRSS) and No. 50-457/87026(DRSS). As a

result of this appraisal and previous inspections, there are no outstanding

emergency preparedness concerns which could adversely impact a Commission

decision regarding the granting of a low power license for Unit 2.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.
