~ Gentlemen:

This refers to the inspection conducted by Messrs R. E. Farrell and

P. W. Michaud of this office during the period October 18 through November 21,

1987, of activities authorized by NRC Operating License OPR-34 for-Fort St.

Vrain Nuclear Generating Station, and to the discussion of our_ findings with

you and other members of your staff.at the conclusion of the inspection.

Areas examined during.the inspection included. licensee action on previous

inspection findings, operational safety verification, monthly surveillance

observation, monthly maintenance observation, security, radiological

protection, and design control. Within these areas, the inspection consisted

of selective examination of procedures ar,d representative records, interviews

with personnel, and observations by the inspectors. The inspection findings

are documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requireme_nts. Consequently, you are required to respond to

this violation, in writing, in accordance with the provisions of Section 2.201

of the NRC's "Rules of Practice," Part 2, Title 10, Code of Federal

Regulations. Your response should be based on the specifics contained in the

Notice of Violation enclosed with this letter.

We have also examined actions you have taken with regard to prcviously

identified inspection findings. The status of these items is identified in

paragraph 2 of the enclosed report.

Toe response directed by this letter and the accompanying Notice is not subject

to the clearance procedures of the Office of Management and Budget as required

by the Paperwork Reduction Act of 1980, PL 96-511.
