Gentlemen:

Enclosed for your review, prior to our scheduled meeting of January 10, 1986

is the SALP 5 Board Report for the Dresden Nuclear Power Station, covering the

period June 1, 1984 through September 30, 1985.

In accordance with NRC policy, I have reviewed the SALP Board assessment and

concur with their ratings. It is my view that Commonwealth Edison Company's

conduct of nuclear activities in connection with the Dresden station shows an

appropriate concern for nuclear safety. I would like to highlight the

following items:

1. Performance ratings improved in the areas of Radiological Controls (from

Category 3 to Category 2), Maintenance / Modifications (from Category 3 to

Category 2), and Licensing Activities (from Category 2 to Category 1);

the performance rating in the area of Surveillance and Inservice Testing

declined from Category 1 to Category 2. Overall regulatory performance

appears to have improved from the previous SALP period.

2. In addition to the Category 1 rating in Licensing Activities, a Category 1

rating was also maintained in the areas of Emergency Preparedness and

Refueling areas. As a result, we plan to reduce our normal inspection

activities in these areas. While the rating in the area of Maintenance /

Modifications improved from a Category 3 to a Category 2, we plan

continued extensive coverage, primarily because of the ongoing pipe

replacement programs at Dresden Unit 3.

3. While the Category rating in Plant Operations and Fire Protection /

Housekeeping both remained at a Category 2 level, both were determined to

exhibit a declining trend during the assessment period. The decline in

Operations is primarily due to an increase in personnel errors and

reactor scrams; the decline in Fire Protection / Housekeeping is due to

plant housekeeping problems and potentially significant weaknesses in

implementing fire protection requirements, which, while identified after

the close of the SALP period, reflected performance within the period.

We request that you respond to these areas describing your assessment of

the problems and your plans for improving regulatory performance.

the meeting on January 10, 1986. We will also consider any written comments

received within 30 days after the meeting, in addition to your 30 day written

response specifically requested above.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the SALP

Report will be placed in the NRC's Public Document Room.-
