motion filed by tho San Luis Obispo Fothers For Peace (MFP) dated October 28, 1974.

j The MFP portion of the supplcmont adds nothing of sub-stance to the original motion. Whilo we may not accept all the allegations in the attached statement by Dr. Dcvid Chipping, it is difficult to quarrel with his conclucion (par. 6).- that the 1 l

so -called Hocgri fpult zone should be "taken rather seriously". 1 of course, it in being taken seriously, as evidenced by our l submittalc to the FSAn, and we expect to consider it on the l record during the operating licenso hearing. In any.ovent, j Dr. Chipping's statement provides no basis for issuance of a 1 stop work order, nor does it purport to provide any'su,ch bacio. I In short, the supplement adds nothing to the original motion, which has already been denied. '

On October 11, 1974 the Board adopted Order No. 74-41 and NPDES porzit No. CA0003751' Waste Discharge Requirements for PGLE Diablo Canyon Nucicar Power Plant in San Luis Obispo County. This was an interim permit I which expires May 1,1976 and ellows PGLE time to complete all studies i necessary to implement the provisions of all regulations established pur- j suant to Section 316(b) of the Federal Water Pollution Control Act. )q

A. Average daily volume of waste discharge. Total daily flow during

-pre-operational testing.

B. Oil content of diccharge from oil removal facilities - intermittent dischargo to be sampled quarterly.

. C. pH of discharge -- daily when chemical cleaning of equipment is in progress. Also pH of intake when back washing.

D. Temperature of cooling water. intake and discharge -- daily.

E. Static Bionssay (96 hr' TLa, using species indigenous to receiving l vater arca) of dit.~harge during pre-startup cleaning of equipment'-

and piping, trier to discharre of matdrials to Diablo Cove. Bio-assays are to be conducted prior to any materials discharged to the receiving water. Accumulation of heavy metals in tissue shall bc .

conducted on all biccssay testod animals. This is to be done until it is determined the toxic effects of all materials discharged.

Bioassay on the screen backflush water for the worst possible cases shall also be conducted.

F. Concentration of radioactivity in the discharge, including the total quantity -- daily. .

G. Concentration of heavy metals in the discharge, including total

. daily mass emission rates. Water sampics are to be taken during pro-startup, pump testing, start up after maintenance operations and at other times as specified by the staff of the Regional Board.

Water sampics are to be taken at initial discharge and at 2 minute intervalo not to exceed 45 minutes. Precicion of measurement for heavy metal analyses must bc + 1 ppb. *his testing chall continue until the decay rate of corrocion in the 'cystem has been determined.

II. Records to be maintained concerning receiving waters:

A. Completo radiological waste monitoring program as deeme'd adequate by the Stato Department of Public Health and relevant to the receiving waters, environment and diceharge.

E. Surface water temperatures 'shall be determined at .two-month intervals from Point Buchon to Pocho Rock for at least two years following the beginning of diceharge. Isotherms shall be determined in 2 F intervals. Individual surveys shall be conducted consistently '

during the late mornin6 hours at the same time each day.

F. Water temperatures chall be measured at one meter intervals from the surface to the bottom at seven stations prescribed by the Department of Fish and Game inside and adjacent to Diablo Cove. Measurements shall be taken in February, June, and October. Precisica of measure .

Five 1/2 square meter quadrats in the rocky intertidal zone at loca-tions formerly documented by the Department of Fish and Gam = hall be photographed three times por year for at least two years follow-iig discharge. l A. Temperature, oil, dissolved oxygen, and pH camples shall be grab samples. .i B. Sampling for radioactivity monitoring shall be approved by the State Department of Public Health Bureau of Radiolo5i cal Health.

C. All other campics chall be coliccted in accordance with accepted procedures having approval of the Department of Fich and Game or the staff of thic Regional Board. ,
