SUBJECT: NRC INSPECTION REPORT NO. 50-275/99-12; 50-323/99-12
Dear Mr. Rueger:
This refers to the inspection conducted on July 11 through August 21,1999, at the Diablo
Canyon Nuclear Power Plant, Units 1 and 2, facility. The enclosed report presents the results
of this inspection.
During the 6-week period covered by this inspection period, your conduct of activities at the
Diablo Canyon Nuclear Power Plant f acility was generally characterized by safety-conscious
operations, sound engineering and maintenance practices, and good radiation protection
support.
Based on the results of this inspection, the NRC has determined that four Severity Level IV
violations of NRC requirements occurred. These violations are being treated as noncited
violations, consistent with Appendix C of the Enforcement Policy. These noncitt.J violations are
described in the subject inspection ro: sort. If you contest the violation or severity level of these
noncited violations, you should provee a response withiri 30 days of the date of this inspection
report, with the basis for your denin to the Nuclear Regulatory Commission, ATTN: Document
Control Desk, Washington, DC 20M5-0001, with copies to the Regional Administrator,
U.S. Nuclear Regulatory Commission, Region IV,611 Ryan Plaza Drive, Suite 400, Arlington,
Texas 76011, the Director, Office of Enforcement, United States Nuclear Regulatory
Commission Washington, DC 20555-0001; and the NRC Resident inspector at the Diablo
Canyon Nuclear Power Plant, Units 1 and 2, f acility.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its
