SCHEDULE FOR REVIEW OF INTERIM OPERATING LICENSE REQUEST DIABLO CANYON NUCLEAR POWER PLANT, UNIT 1 l I am writing to inform you of a potential slip in the schedule i'or reviewing your request for an interim operating license application for Unit 1 of the Diablo Canyon Nuclear Power Plant.

In our testimony to Congress on June 30, 1977 andtin our discussions with your personnel we have indicated that the NRC staff could complete its review of the interim operating license application and' issue an wa.-

uation about 6 weeks after submittal of complete inftmation.

Yoursubmitted the request for an interim operating license along with supporting infomation on August 25, 1977. We estimated that the NRC staff's evaluation would be issued on November 1,1977. However, some  !

of the information that we need to complete our evaluation was submitted considerably later than August 25, 1977. This infomation is listed below:

We will ccntinue working to complete our review as quickly as we can. We '

might be able to do this sooner than six weeks after the latest submittal 1 of information listed above. However, we may not complete our evaluation by November 1,1977 which would be three to four weeks after submittal of the limiting infomation listed above (items 1, 5 and 6). l If we cannot issue our evaluation by November 1, it is likely that the Advisory Committee on Reactor Safeguards will not be able to complete its review in December 1977. This would slip the entire schedule by one month, leading to an estimated decision date of May 15, 1978 rather than April 15, 1978.
