Dear Commissioners and Staff:
in accordance with Section V, " Implementing Procedures" of 10 CFR 50, Appendix E, enclosed is an update to the emergency plan implementing procedures for the Diablo Canyon Power Plant Units 1 and 2.
This update includes the following emergency procedure (EP) changes:
- 1. EP OR-2, " Release of Information to the Public," has been rescinded and incorporated into a new procedure EP EF-10, " Joint Media Center Activation and Operation."
- 2. EP EF-3A," Interim EOF Activation and Operation," and EP EF-3B, "Long-Term EOF Activation and Operation" have been rescinded and incorporated into procedure EP EF-3, " Activation and Operation of the Emergency Operations Facility." EP EF-3 had previously been rescinded (Revision 9), but has been resurrected as Revision 10.
- 3. Both Revision 15 and 16 of EP G-4," Personnel Assembly, Accountability and Site Access Control During Emergencies," are included in this submittal. Revision 15 is included for record purposes only. Revision 16 is the current procedure in effect.
- 4. Additional procedures have been revised as indicated in the enclosures to this letter.

Document Control D:sk January 25,1996 Page 2 As provided under 10 CFR 50.54(q), the changes in this update have been made without commission approval since they do not decrease the effectiveness of the emergency plan; and the plan, as changed, continues to meet the standards of 10 CFR 50.47(b) and 10 CFR 50, Appendix E.
This update contains privacy / proprietary information that has been bracketed in accordance with NRC Generic Letter 81-27, " Privacy and Proprietary Material in Emergency Plans."
