Dear Mr. Rueger:

This letter acknowledges receipt of your letter dated November 19,1997, which transmitted Revision 18, Change 11, to the Diablo Canyon Physical Security Plan, submitted under the provisions of 10 CFR 50.54(p). '

Based on your de'ermination that the changes do not decrease the effectiveness of your site security plan, and after limited review of the changes, no NRC approval is required for some of the changes in accordance with 10 CFR 50.54(p). . implementation of these changes will be subject to inspection to confirm that the changes have not decreased the effectiveness of your security plan. i On January 23,1998, during a' telephone conversation between Messrs. R. Todaro and L. Fisher of your staff and D. Schaefer of this office, Mr. Schaefer noted that a change described in your " Description of Changes to the Physical Security Plan" had not been included in your security plan incorporating the identified changes. Additianally, the role of your video capture audible alarm syctem needs to be addressed in the security plan. Mr. Todaro stated that these items, described in the enclosure to this letter, would be included in the next 10 CFR 50.54(p) change to the security plan.

The enclosures to your letter contain Safeguards Information of a type specified in 10 CFR 73.21 and are being withheld from public disclosure, if you have any questions concerning this matter, please contact Mr. Dennis Schaefer of my staff at (817) 860-8132.

ENCLOSURE Dockets 50-275: 50-323-PAGE SECTION REMARKS 3-4 3.1.3.3 The " Description of Changes to the Physical Security Plan," stated as follows: "If CAS and SAS cannot readily determine the cause of an alarm through the use of the video capture system, a security officer would be dispatched to investigate the cause of the alarm."

This change needs to be i..cluded in the revised security plan.
