Revisions to Fort St.

Vrain Fire Watches

REFERENCE:

1) PSC letter, Lee to Johnson, dated 7/11/85 (P-85245)
2) NRC letter, Heitner to Williams, dated 4/2/87 (G-87122)
3) PSC letter, Williams to Berkow, dated 2/27/87 (P-87076)

Dear Mr. Calvo:

As a result of the recent NRC inspection of May 18-20, 1987, and design changes associated with the penetration seal upgrade effort, PSC proposes that the existing Fort St. Vrain (FSV) fire watches be modified as follows:

1. An hourly fire watch will be maintained for those plant areas which were identified by Mr. Dennis Kubicki of the NRC staff as possibly requiring additional evaluation for fire detection in the NRC inspection noted above. These areas are noted in l Attachment No.l. This fire watch will remain in place until the
additional fire detectors deemed necessary have been installed,

! tested, training completed, and declared operational, or concurrence has been obtained from the NRC that the existing fire detection system coverage is adequate.

2. Fire 1 barriers _ which contain ~ missing or degraded. fire barrier u . penetration seals .will be inspected via an hourly fire watch in h  : lieu of the twenty minute fire watch. (Ref. 1, 2).-_..The justification for this~ surveillance. frequency is the availability

-of the new . fire detection. system which will provide early

. notification of a fire in the vicinity of- those fire barriers needed for Appendix R required separation between Fire Protection Shutdown /Cooldown. trains.

3. PSC will maintain. a one hour fire watch on the Turbine Water Removal Pumps and their associated cabling until the: completion of the . third Turbine Water Removal; Pump ~ installation, in accordance with Ref. 3 commitments.- ;Thiso modification is scheduled for completion during the 4th refueling outage as-previously committed.

The above have been reviewed with Messrs. Dennis Kubicki and Kenneth Heitner:of the NRC staff, on May 22, 1987, and May 27, 1987. PSC has implemented- the. above fire watches at their associated surveillance

. frequencies. 'We would appreciate written NRC concurrence with these guidelines-respectively.

PSC will~ notify the NRC prior- to removal of any of these fire watches.
