Dear Sir:
On December 21, 1989, Public Service Company advised the NRC that a
. proposed change to the NPDES permit for Fort-St. Vrain (FSV) had been 1
- submitted to the Colorado Department of Health (see reference).
- --A'cceptance of the proposed change has been received from the Colorado Department. of Health.
In accordance with the FSV Technical 1 Specifications Appendix B, Section 3.2 (c), a copy of the approval to
.use a Halocide product for microbiological control in the smaller cooling tower is hereby submitted.

Dear Pete:
- The Division has reviewed ~your letter dated November 27, 1989 in which you requested to use the Halocide product for microbiological control in the j
f smaller sevice water cooling tower, instead of chlorine gas which has been _
previously used._ This Halocide product contains halogenated dialkylhydantoin' j
derivatives in briquette form, which includes the following active i
-ingredients: 1-bromo-3-chloro-5,5-dimethylhydantoin (CAS No. 126-06-7);
1,3-dichloro-5,5-dimethylhydantoin (CAS No. 118-52-5); and 1
1,3-dichloro-5-ethyl-5-dimethylhydantoin (CAS No. 89415-87-2). The product-releases active bromine and chlorine. As you had indicated in your letter, this product will.be used twice weekly at approximately 12-pounds / application added to the smaller cooling tower. With a discharge of 400,000 gallons per.

' day of this cooling tower water, this equates to a concentration of 0.0036 l
mg/l of Halocide product on days when it is added.
As you had indicated, the other (larger) coolir.g tower is not in use; thus,-
i this product will not be used for (and has not been approved for use in) the f
larger cooling tower.
I Based upon the information that you provided to the Division, as well as upon available toxicity test data for the three halogenated dialkylhydantoin derivatives and for free chlorine and free bromine, the Division has determined that this product may be used in the cooling tower. However, this approved use is conditional upon performing the following requirements for total residual' chlorine and total bromine. All the limitations and monitoring 3
requirements for total residual chlorine in the permit are still applicable.
In addition, total bromine will need to be monitored on a weekly basis at discharge points 001A and 002. The analyses for total bromine should be reported on the discharge monitoring reports. Eventually, the Fort St. Vrain permit will be amended as a minor modification to include the monitoring for total bromine.

Since the existing limits for total residual chlorine in the permit are based upon the water quality standard of 0.003 mg/1, the existing limits are adequate for protection of aquatic life in the receiving stream segments.
