PROPOSED CHANGE TO NPDES PERMIT
Dear Sir:
The Fort St. Vrain Station (FSV) personnel have recently been advised.
of a proposed change to the FSV NPDES permit submitted to the Colorado Department of Health by Public Service Company of Colorado.
In accordance with the FSV Technical Specifications, Appendix B, Section.3.2(d), a copy of the proposed change to the FSV NPDES permit is hereby submitted.

Dear Pat:
Per our telephone conversation regarding the Public Service Company of Colorado Fort St. Vrain Station, attached is some literature regarding the Halocide product we discussed for cooling tower microbiological control, Public Service Company would like to use the Halocide product for microbiological control in the service water cooling tower.
The min cooling tower is not in operation and will be drained soon. Halocide is a chlorine / bromine mixture in pellet form that would be used twice weekly at approximately twelve pounds per application (total 24 lbs./ week). The Halocide slowly dissolves and acts to control microbiological activity in the cooling tower. The Halocide would be used in lieu of chlorine.
Attached is a Material Safety Data Sheet and other pertinent infomation on the product. Your approval to use this product is hereby requested.
