Dear Mr. Weber:

This letter provides a revision to Public Service Company of Colorado's (PSCo) definitions of the contents of documentation packages associated with the Fort St. Vrain final survey project. In Reference 1, PSCo listed the minimum elements of both the Release Record, which will be submitted as part of the Final Survey Report, and of the Survey Package, which includes supporting information and will be maintained by PSCo as a quality record.

During performance of the Fort St. Vrain final survey efforts, four changes to the documentation plans were made.

  • The referenced letter states that each survey area is documented in a separate Survey Package. In some cases, survey areas were divided into more than one Survey Package, to simplify the survey effort and allow for more manageable document reviews. The definitions for both Survey Packages and Release Records are revised to state that each survey area is documented in one or more separate Survey Packages. The same revision is also made for Release Records.

  • The referenced letter indicates that initial classification information is i provided in the Initial Survey Package Design section of the Survey j Packages.   • I ATTACHMENT 1 to P-96083-RELEASE RECORD CONTENTS Release Records provide a summary of survey area information and the survey results that are submitted to the NRC in the Final Survey Report. Each survey area is documented in one or more separate Release Records, which include documentation for each included survey unit. Release Record contents are defined and controlled in Final Survey Procedures and include at least the following:

Typically includes Upper j Confidence Limit, Mean, Maximum, Minimum, Standard Deviation, MDA, Critical Level, Samples Reported, and Samples prescribed
6. Statistical Summary Provides statistical summary for each test performed and data for each measurement type

for data collection, raw measurement data, documentation of data analysis, description I of any investigations or data replacements, and final review and closure. The Survey Package contains sufficient information to permit calculations to be verified. Each ,

survey area is dermed and documented in one or more separate Survey Packages. Survey Package contents are defined and controlled in Final Survey Procedures and include at least the following:
