This letter submits for NRC approval the second of three planned reports that document the final radiological condition of the Fort St. Vrain Generating Station (FSV),in support of a forthcoming request for termination of the FSV 10 CFR Part 50 license. The initial FSV Final Survey Report was submitted via Reference !. For the portians of the FSV

Colorado (PSCo) considers that, as required by 10 CFR 50.82(f):

1. Decommissioning activities have been carried out in accordance with the approved FSV Decommissioning Plan and decommissioning order, and
2. The attached report and associated documentation thoroughly demonstrate that the portions of the FSV facility and site covered by the report are suitable for release for unrestricted use.

t P-96061 August 9,1996 Page 2 Final survey activities were performed in accordance with the FSV Final Survey Plan and implementing procedures. Survey measurements, instrumentation, personnel training, data analysis, quality control measurements, and documentation were all performed by our decommissioning contractor, the Westinghouse Team / Scientific Ecology Group, Inc.

(SEG), in accordance with approved program requirements.

As was performed for final survey activities described in the first report, to provide further confidence in the report results, PSCo performed significant quality assurance and oversight activities, including audits and monitorings of selected survey activities. This effort involved field observations, calculation verifications, and document reviews. In addition, we retained a third party to perform independent verification surveys. All of these efforts are documented in the attached report.

This second submittal of the FSV Final Survey Report provides survey results for surfaces and structures in the FSV Reactor Building, survey Group F. A number of these surfaces had been previously contaminated. This submittal, combined with the Reference 1 submittal for relatively clean areas, provides the NRC with an opportunity to review survey documentation for a wide range of FSV surfaces. The following are included:

Volume 1 Final Survey, Description and Results, Revision 1 -- affected pages only.

Volume 1 includes an overview of facility decommissioning and l dismantlement activities, survey methodologies, and survey results. Much of this information is applicable to the entire final survey project and has i not changed since the initial submittal.

This second submittal includes those pages that have been updated to reflect Group F survey efforts or to reflect program changes / corrections, and are designate:t as Revision 1. A list of affected pages and instructions )

1 for inserting revised or added pages are also included for this volume.

We request that all holders of Volune 1 make the appropriate changes.

Volume 1 also includes two attachments: Attachment I describes PSCo's Final Site Survey Quality Assurance and Oversight Activities; Supplement .

I to this attachment describes quality assurance and oversight activities subsequent to the initial submittal and is included with this second submittal. Attachment 2 consists of an Independent Verification Survey Report, documenting survey activities performed for PSCo by GPU Nuclear; Supplement 1 to this report describes GPU Nuclear's verification of completed Group F survey areas and is included in this submittal.

P-96061 August 9,1996 Page 3 Volume 7 Final Surwy Reportfor Group F. This volume contains a summary of survey results and the Release Records for portions of the Reactor Building. Release Records for 51 of the 157 currently planned Survey Areas for this Group are included. The remaining records will be included in a subsequent submittal.

It should be noted that survey results for the attached Release Records include exposure rate data taken with the Microspec-2, an in-situ gamma spectroscopic instrument described in our letter of May 17,1996 (Reference 2). PSCo recognizes that this data was collected in advance of NRC approval of this methodology and that NRC comments are still being addressed, however we feel that all comments will be satisfactorily resolved and that this method is appropriate for this application.

PSCo has thoroughly reviewed the attached information and affinns that it represents the as-surveyed condition of the FSV facility as of this date. To support confirmatory survey and review activities by the NRC, survey locations will be maintained for the areas covered by this report for at least 30 days. If you desire a longer confirmatory survey and review period, please contact us before the end of this period.

DIRECTIONS FOR ENTERING REVISION 1 CHANGES TO THE FORT ST. VRAIN FINAL SURVEY REPORT l VOLUME 1 - FINAL SURVEY DESCRIPTION AND RESULTS l l

As described in the cover letter, this submittal of the second report of the Fort St. Vrain Final Survey Report includes Revision 1 to Volume 1, Final Survey Description and Results.

t A large part of the initial submittal of Volume 1 has not been changed and is not included with this second submittal. In order to keep Volume 1 current and complete, the two submittals --

initial and Revision 1 - need to be combined. The reviewer is requested to combine the two Volume 1 submittals as follows:

  • Use the binder provided with this second report - it is larger and the binder cover inserts art, labeled Revision 1. Sections will be removed from the initial submittal of Volume 1 and entered into the new binder. i
  • Use the List ofAgected Pages in the front of Volume 1, Revision 1, immediately >

behind the tab labeled Final Survey Description & Results, to ensure that sections are properly entered to achieve a complete set.

  • Remove pages 1-1 through 1-6 from the initial Volume 1 and insert into the new binder, after the Table of Contents.  !
  • Remove pages 1-9 through 4-28 from the initial Volume 1 and insert into the new binder, after page 1-8.
  • Remove pages 4-31 through 4-43 from the initial Volume 1 and insert into the new binder, after page 4-30.
  • Sections 5 and 6 have been replaced in their entirety and no actions are required.
  • Remove pages 7-1 through 8-6 from the initial Volume 1 and insert into the new binder, after page 6-23.
  • Remove Attachment 1, including the tab, from the initial Volume 1 and insert into the new binder, in front of the tab for Attachment 1, Supplement 1.
  • Remove Attachment 2, including the tab, from the initial Volume 1 and insert into the new binder, in front of the tab for Attachment 2, Supplement 1.
  • Superseded pages and the original binder are not needed and may be recycled or discarded at your discretion.
