Vrain (FSV) Fire Protection Program Plan as approved in the referenced letter. FPOR-3 and FPOR-14 are being submitted under the requirements of 10CFR50.71(e),
The attachment to this letter is a summary of the changes to the FPORs. A 100FR50.59 safety evaluation was performed on these issues l of FPOR-3 and FPOR-14. The evaluation determined that the revisions l were not safety related, were not safety significant and did not involve or create an unreviewed safety question. The revisions do' not require changes to the FSV Technical Specifications.

SUMMARY
OF CHANGES FPOR-3 For consistency between the FPOR, FPPP and FSAR, the." Records Center" name is changed in the list of Halon Systems and the BASIS for FPOR-3.
The operability ' requirement for the Records Center Halon System 1s moved from ACTION statement 2 'to ACTION statement 1. ACTION-statement 2 applies only to the Security Computet Room.
The BASIS FOR FPOR-3 has been updated to discuss and explain the ACTION statements for the different Halon systems.
FPOR-14 Table .FPOR-14-1 has been updated to include three Records Center:
