Public ' Service Company of Colorado (PSC) has reviewed NRC dulletin  !

90-01' " Loss of Fill-Oil on transmitters manufactured by Rosemount" ,

4 referenced above for its applicability to the fort St. Vrain Nuclear Generating Station. The following response is provided:

NRC REQUESTED ACTIONS Requested Action 1:

Identify Model_1153 Series B, 1153 Series 0, and Model 1154 pressure -

or differential pressure transmitters, excluding Model 1153 Series B, 1153 Series D, and Model 1154 transmitters manufactured by Rosemount subsequent to July 11, 1989, that are currently utilized in either safety-related systems or systems installed in accordance with 10 CFR 50.62 (the ATWS rule).  :

PSC Response:

A review of Fort St. Vrain instrumentation established that there are no Rosemount Model 1153 or 1154 transmitters in use of any vintage.

Paquested Actions 2 through 5: .

The remaining requested actions are based upon transmitters identified by Requested Action 1 as being in use. Since there are no Rosemount ~Model 1153. or 1154 transmitters of any vintage in use at '

Fort St. Vrain, no further responses are necessary.

ROSEMOUNT MODEL 1151 and 1152 TRANSMITTERS a

During the search of the Fort St. Vrain instrumentation, 24 Rosemount Model 1151 and 1152 transmitters were identified as being in use.

O These Model .1151 and 1152 transmitters are .in safety-related applications which are required to maintain a pressure boundary only.-

l The encouraged actions identified in the Bulletin do not apply to the

.Rosemount Model 1151 and 1152 transmitters that are installed in l '

safety-related for pressure boundary only applications per the '

clarification by Nuclear Management and Resources Council (NUMARC)

letter dated June 13, 1990.

Since the above transmitters are safety-related for pressure bo.ndary only, and because the manufacturer has-not been able to conclusively a identify a deficiency with these particular models (Models 1151 and ,

1152), it does not-appear warranted to pursue' the matter further. If '

~in the future, Rosemount, NUMARC, or the NRC definitely determine the existence of a problem with these models, we will re-evaluate the relative issues.
