Enclosed is one (1) signed original and ten (10) additional copies of~

Revision 4 to the Fire Protection Program Plan (FPPP) for Fort St.

Vrain (FSV) which has been prepared and is being submitted in accordancewith10CFR50,Section50.71(e).

This revision includes the effects of changes made to the facility and procedures as described in the Updated FSAR; safety evaluations performed by PSC, either in support of license amendments or in support of conclusions that changes did r.ot involve an unreviewed safety question; and analyses of new etiety issues performed by or on behalf of PSC at Commission request.

Brief descriptions of the principal changes or additions to affected sections of the FPPP, Revision 4, are included in the' attachment.

-10CFR50.71(e)(ii) requires that this submittal identify changes made-under the provisions of 10CFR50.59 but not previously submitted to the Commission. All changes reflected in Revision 4 of the FPPP, that were under the provisions of 10CFR50.59, are identified in the 'i l 1990 10CFR50.59 annual report (Reference 1) or-previous 10CFR50.59 annual reports.

I l-In accordance with Generic Letter 86-10, 10CFR50.59 safety evaluations were performed on Revision 4 changes to the FPPP. The g

l evaluations determined that the revisions were not safety related or l' safety significant, and did not involve or create an unreviewed

! safety question. The revisions do not require changes to the FSV L Technical Specifications.

! FSV was permanently shutdown in August, 1989. PSC began defueling the reactor in November, 1989. The affect of these events have been reflected in Revision 4. The removal.from operational service of some systems, or portions thereof, has also been reflected in Revision 4.

a P-90230 Attachment Page 1 of 2 July 20, 1990 Description of Principal Changes Incorporated in Revision 4 of the FPPP

.Section FP.1 Revised the text based on Nuclear Operation's reorganization. Stated that fire brigade duties will not interfere with an operator's duties to perform plant cooldown (restoration of cooling can be delayed for 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />) or other essential functions. Added a statement that assures the provisions of the FPPP will be maintained for all systems required by the FPPP during FSV defueling unless NRC concurrence to deviate is obtained.

Section FP.2 Reflected the addition of fire detectors that are located in the three Battery Rooms. Stated that PSC will administrative 1y maintain approximately 12 million gallons in one of the storage ponds for contingency makeup requirements as opposed to the required 10 million gallons in a combination of both ponds. Clarified the titles of the Storage Basin Circulating Water Makeup Pumps and the Electric Motor Driven Fire Water Pump. Added the Reactor Building locations of eight-hour battery pack lights. Added the Turbine Building and Circulating Water Pump House locations of battery powered lights.

Added a description of the Building 10 HVAC system. Revised the description of how water damage is avoided in the Control Room.

i Revised the year of compliance with NFPA 78 to agree with the description in Section FP.5.5. Added the location of the Security Diesel.to the FSV Plot Plan figure. Added fire detectors and fire brigade information to general location figures.

Section FP.3 Removed the oil mist detector system from the Reactor Building list of fire detectors based on the hydraulic oil system being drained and removed from operational service. Reflected the addition of fire 1 detectors that are located in the three Battery Rooms. '

Section FP.4 Clarified the titles of the Storage Basin Circulating Water Makeup Pumps and the Electric Motor Driven Fire Water Pump. Revised various equipment and instrument numbers that were typographical errors.
