Dear Mr. Weiss:

Fort St. Vrain permanently discontinued nuclear operations'as of August 18, 1989, and has since commenced defueling the reactor.

Currently, twelve regions have been removed from the reactor core and placed in our fuel storage wells. -

A " Safety Analysis Report for Reactor Defueling" (Defueling SAR) was

prepared by General Atomics (GA-C19694) and transmitted to the NRC by

Reference 1). This report described the methodology that will be used to defuel FSV. PSC has also previously submitted three proposed Technical Specification amendments to the Reactor Core' Design Features, Fuel Handling and Storage Systems, and Reactivity Controls 3 in response to NRC requests to incorporate defueling requirements in }

the -Technical Specifications. To speed the processing of the 1 amendments and to accommodate the timely start of Jefueling, the NRC requested that only the items needed to initiate defueling be incorporated in those amendments. Items related to the completion of defueling were removed from the amendments and approval was delayed to a later date. This amendment proposal now submits those Technical Specification changes needed to complete defueling.

PSC is proposing changes in two significant areas. When nine or less fueled regions remain in the core, the shutdown margin assessments currently required by Reactivity Controls Section SR's 4.1.4 and 4.1.6 are no longer meaningful, and would not be required, The Startup Channel count rate is expected to decrease to below the minimum specified level of LCO 4.4.1 as defueling progresses.
