Dear Mr. Weber:
This letter provides a revised description of Public Service Company of Colorado's (PSCo) documentation for the Fort St. Vrain Final Survey Program. In the referenced i
letter, PSCo defined the contents of Release Records (which are submitted with the Final i
Survey Report) and Survey Packages (which provide more detailed measurement data and I
are retained by PSCo as backup and supporting documents).
t PSCo has recently determined that certain information regarding instrumentation used in the radiochemistry laboratory has been included in the Survey Packages in lieu of the Release Records, as had been indicated in the referenced letter:

l Attachment I to the referenced letter indicates that Release Records identify the MDA used on each download, the critical level, the efficiency 4
of each detector used, and values used to correct field background values.
This information is only being partially provided in Release Records for removable surface activity - (RSA) measurements performed in the radiochemistry laboratory. Only one MDA value (the highest applicable i

sometimes several applicable values. This occurs because radiochemistry l
laboratory background values vary such that the set of smears analyzed for j
any given survey area could have several applicable MDA, critical level, and efficiency values.
Applicable MDA, critical level, efficiency, and background values for RSA measurements are available in the associated Survey Packages.
PSCo considers that location of MDA, critical level, efficiency, and background information in the Survey Packages is not inconsistent with requirements of the Final Survey Plan and that this provides sufficient information in the. Survey Packages to permit verification of calculations, as was stated in the referenced letter. It is noted that the MDAs for laboratory instruments are very low compared to the requirements of the Final Survey Plan. The MDA and critical level values listed in the Release Record are the most conservative with respect to demonstrating compliance with Survey Plan requirements.
This change in Release Record content will be reflected in the next submittal of the Fort -
St. Viain Final Survey Report, Volume 1, Section 5, Final Survey Methodology. This submittal is expected to be provided on August 5,1996, and the above change is i
applicable to all Release Records for the Fort St. Vrain decommissioning project.
