Removal of Building No. 28, Which is Included in the Final Survey Program
REFERENCE:

Dear Mr. Weber:
This letter describes Public Service Company of Colorado's (PSCo) plans to remove Building No. 28 from the Fort St. Vrain facility. This building was identified in the final survey program and its removal will make certain final survey measurement locations unavailable for further review. Building No. 28 is the Chicago Pneumatic compressor building, which is a small metal-sided building located east of the turbine building and north of the new combustion turbine. It is being removed to support construction of a heat recovery steam generator, as part of the Fort St. Vrain repowering program.
Two final survey areas are involved in removal of this building, B0011 for the interior surfaces of the building and 10016 for the external surfaces. The survey report for survey area B0011 was provided to the NRC in the referenced letter and the survey report for mrvey area 10016 will be included in the final survey report submittal. The area in r ~ nund Building No. 28 was classified as unaffected, no remediation was perforrret vad the measurements were well below release criteria guideline values.
Approximately 9 measurement location labels on interior surfaces and one label on exterior surfaces are being removed with the building.

1 P-96081 September 13,1996 Page 2 PSCo requests that the NRC advise us as soon as practical if you wish to perform a confirmatory survey of any parts of Building No. 28 or the surrounding areas, or if you wish to see specific final survey measurement results for this area. Demolition of this building is scheduled to begin on September 25,1996, and the building and its contents will remain on-site.

PSCo considers that the Release Records for survey areas B0011 and 10016 will serve as complete documentation of the acceptable radiological condition of these areas. As other significant configuration changes arise in the future in areas covered by the Fort St. Vrain Final Survey Program, we will submit written notification for your information.
