Dear Dr. Murley:

In references (a) and (b), Commonwealth Edison submitted a. proposed Technical Specification Amendment regarding the Byron Station Ultiinate Heat Sink.

On July 31,.1989, a teleconference was held with memDere of your'ctaff to discuss proposed Action Statement h) 2). Attachment A to thist letter provides the revised Action Statement. Attachment B provides the Byron Operating Abnormal-procedure; that contains the' specific actions that'would be taken if a tornado were to make the essential service water make-up pumps inoperable coincident with the deep well.

Commonwealth Edison requests the incorporation of this change into the, proposed amendment.-

The scope of this submittal is encompassed by the original request, therefore, the significant hazards evaluation in reference (a) remains valid.
