Dear Mr. Kingsley:

On April 23,1999, the' NRC completed a routine inspection of the radiation protection program at

your Byron Generating Station. The results of this inspection were discussed on that date with
l
' Mr. Levis and other members of your staff. The enclosed report presents the results of this
' _ '
inspection. Based on this inspection, no violations of NRC requirements were identified.
The inspection was an examination of activities conducted under your license as they relate to
radiation safety, to compliance with the Commission's rules and regulations, and with the
conditions of your license. Within these areas the inspection consisted of a selective
examination of procedures and representative records, observations of activities and
discussions with personnel. The inspection consisted of a review of the liquid and gaseous
effluent program, the radiological environmental monitoring program, the auditing program and
outage activities. Specifically, the review included effluent processing, environmental sampling,
analysis methodology, meteorological data, outage dose and personnel contamination event
goals, and as-low-as-is-reasonably-achievable planning for outage activities. In addition,
seve.al open items from previous inspections were reviewed and closed.

The liquid and gaseous effluent program and the radiological environmental monitoring program
l
- were effectively implemented. Personnel involved with the above programs were
knowledgeable regarding procedures, processes, and monitoring equipment. Nuclear oversight
staff audits of radiation protection program activities were effective in identifying deficiencies and
areas where improvements were warranted. Outage activities were adequately implemented,

although the outage dose goal was exceeded. Steps to reduce personnel contamination events
f
during the outage were effectively implemented. in addition, a significant improvement was
'
noted in the timely processing of radioactive waste and in the housekeeping of the radioactive
!
waste building.
