i, Generic Letter 89-04 (Generic Letter) was iesued to provide guidance i

to licensees on frequently identifiedLweaknesses of-Inservice Testing-(IST).

Programs. 4As reported in ReferenceL(b), all offCommonwealth Edison Company's

'(CECO) nuclear stations required IST Program and implementation' procedure revisions to conform with the' guidance / positions provided in the. Generic Letter. Additionally, Reference (b).provided a'schedulejfor.the completion of these actions for each station. This letter presents a revised schedule for h

The majority of the implementation procedure revisions, as n-L result of the Generic Letter, are.acso'ciated with check valve testing and' L

stroke time'tescing;of the power operated valves. Currently, flow values for i:

fullustroke testing of check valves and. limiting values of atroke time for power operated valves have been established, and the implementation proceduro revisions are in progress.

It is now. expected that the remaining' procedure revisions will be. completed'by June 29, 1990. Regarding the IST Program revision, Byron Station, which was identified as a'" Table 2" plant.in the Generic Lottet, was issued a Safetv Evaluation Report (SER) in September 1988. Anomalies identified in the SER were addressed-and a revised IST Program (Revision.7 for pumps and Revision 8 for valves) was submitted on December 21, 1988 (Reference (c)).

Supplemental SER will be issued in the near future in response to Reference (c). Based on recent discussions with the NRC, and CECO's understanding of the guidance in Reference (d), an IST Program revision necessitated by the guidance / positions in.the Generic Letter may be submitted after receipt'ofLthe-

Supplemental SER. Therefore, the Byron Station IST Program revision will be submitted within.90 days of receipt of the Srpplemental SER..
