Dear Mr. Kingsley:

On September 10,1999, the NRC completed an inspection of the radiation protection and

chemistry programs at your Byron Generating Station. The results of this inspection were

discussed on that date with Mr. Lopriore and other members of your staff. The enclosed report

presents the results of this inspection. Based on this inspection, no violations of NRC

requirements were identified.

The inspection was an examination of activities conducted under your license as they relate to

radiation safety, to compliance with the Commission's rules and regulations, and with the

conditions of your license. The inspection consisted of review of the water chemistry control

program, the chemistry instrument quality control and inter-laboratory comparison programs,

quality assurance activities in chemistry, technician performance and training, area radiation

monitors, control room habitability, and a spent resin radioactive waste shipment. Within these

areas, the inspection consisted of a selective examination of procedures and representative

records, observations of activities, and discussions with personnel.

The water chemistry program was well implemented, rosulting in effective control of plant water

chemistry. Laboratory quality assurance was effectively implemented, ensuring that laboratory

instrumentation operated within statistical controllimits. Assessments of the chemistry program

were of sufficient scope and depth to identifying program deficiencies. The chemistry

technician continuing training program was well structured and presentations were effective.

Chemistry personnel followed procedures during sample collection and exhibited good radiation

worker practices. The control room engineered safety feature filtration system was well

implemented. The September 9,1999 radioactive waste shipment was properly packaged and

. shipping documents were properly completed.
