Dear Dr. Murley:
A meeting was held between Commonwealth Edison (Edison) and members of the NRC staff on May 2, 1989, in Rockville, Maryland.to discuss the' Robert L. Cloud Associates non-linear piping analyses. The analyses were used to justify removal of snubbers and pipe supports at Byron and Braidwood Stations and replace them with a new type of seismic restraint termed a " seismic stop".
Reference (a) and its attachments provided the-formal submittal to satisfy the requirements of the Standard Review Plan Section 3.9.1 titled "Special Topics for Mechanical Components" and the schedule for implementation.
4 Reference (b) provided the NRC acceptance to implement the' pilot study at Byron Unit 2 during the September, 1990 refueling outage (B2R02) in accordance with the Edison request.
The purpose of this letter is to notify the NRC staff that replacement of the 13 snubbers with 8 seismic stops, on a reactor coolant' bypass line, is being deferred untti a later outage. -Edison sincerely appreciates all previous NRC staff support in evaluating the use of the Non-Linear Piping Analysis (GAPIPE) and the use of seismic stops as a seismic restraint.
