Dear Mr. Davis:

Reference (a) provided the results of the special. safety inspection conducted by a NRC Emergency Operating Procedure (EOP) Inspection Team at Braidwood-Station in Mty,1989. Reference (b);provided Commonwealth Edison Company's.

(Eoison)~ response to the Braidwood inspection report stating that the completion date for procedure changes would be= based on the issuance date of a-scheduled Byron E0P inspection. Reference (c) provided Edison's supplemental response concerning the completion date ef-procedure revisions for Braidwood since .at:that time,-the E0P inspection for Byron had been postponed to a later date. Reference (d) provided Edison's-supplemental response concerning the accessibility of certain RH, valves (IRH8701B and IRH87028) in the Unit I containment at Braidwood Station.

Reference (e) provided the results of the' Byron E0P inspection performed at. Byron-in December, 1989.

The purpose of this letter is to provide; l) additional information concerning the Byron and Braidwood Unit 1 RH valves, including the results of an accessibility review on the Byron-Unit 2 valves (2RH8701B and 2RH8702B); and

2) a revision to the completion dates for procedure changes and valve tagging as presented in references (b) and (c), for both the Byron and Braidwood Stations.

Etottdure ChtDge_ Status Reference (c) provided the expected completion dates for procedure changet identified during the Bratdwood Inspection. These dates were based on the t assumption that Byron Station would_not have an EOP inspection during 1989.  ;

However, an EOP inspection was performed at Byron Station during December, 1989.

Since Braidwood and Byron have standardized E07 pro *.edures and coordination-is required for any. procedure change all procedere changes will lot be completed by '

the September 30, 1990 date given in ren rence (c) for Braid rA. With the exception of the procedures that are imDacted by the reso W. ion of the station blackout.tssue, the procedure chang s are expected to be '.copleted by the original l completion date as stated in referenec (4). it,&i date is January 12, 1991, one year from the date of issuance of the Byron inspection report (Reference (e)) which was issued on January 12, 1990. The procedures impacted by the resolution of.the station blackout issue will be revised on existing stativii bladout information, t These revisions are expected to be completed by Apr11 1, 1991. Additional 1 procedure changes may be necessary upon final resolution of the station blackout ,

Yalve Taagina Status Reference (b) provided dates for the. completion of high visibility valve tags for valves and high visibility labels for electrical equipment referenced in the E0Ps. Due to the magnitude of the job, the high visibility tags and labels are j' now expected to be in place by January 12, 1991.: The installation will also include the E0P referenced valves which currently have the "Itcense plate"_ type ,

tags that were scheduled to be completed by Decehter 31, 1991. ,

Any tags or labei;ng impacted by the resolution of the station blackout i issue will be scheduled for completion aspon resciution of this issue.
