Dear Mr. Davis:
Reference (a) stated the Commonwealth Edison corporate review of the
. generic applicability of 10 CFR 50.59 safety evaluations was on-going and Information regarding the screening process would be provided by January 31, 1990. 1The original 1 intent of this-corporate review was to determine applica-
-bility of' safety-evaluations prior to manipulation of Emergency Core Cooling-System (ECCS) valves-in response to a Notice of Violation in the subject inspect. ion Report. 'Opecifically, when the resulting position is different from the normal valve lineup and.has not been repositioned-as a result of an 00S or an. approved procedure. This original intent is being. considered as part of the review conducted by the Conanonwealth Edison 50.59 Corporate Task Force.
'The task' force is expected to complete it's review and provide a draft response to the Corporate office by February 9, 1990. Corporate review and acceptance of the draft response will result in issuance of a Nuclear Opera-tions Directive (N0D). Each' station will be required to implement the recom-mendations contained in the N0D within 60 days of receipt.
Tentatively, the ll NOD will describe a minimum set of screening criteria to be used to identify operability decisions for ofE-normal operations inclusive of abacrmal valve i
lineups in the ECCS system. The criteria will provide focus for the
-_ operations-departments at.each of the stations, highlighting operability decisions which can then be' considered for possible part 50.59 applicability, (Final' disposition'of the NOD and a brief description of its content as applicable to abnormal ECCS valve positions will be provided by April 15, 1990.
