Dear Sirs,

Generic Letter 89-04 was issued to provide guidance to licensees on' frequently identified weaknesses of Inservice Testing (IST) Programs. As reported in Reference-(b), all of Commonwealth Edison Company's (CECO)-nuclear L

stations required IST Program and implementation procedure. revisions to i

conform with the guidance / positions provided in the Generic Letter.

Additionally, Reference-(b) provided a schedule for'tne completion of these

-actions for each station.- Per reference (c) our previoue action plan stated

-t the' implementing procedures would be cotcpleted by June 29, 1990.

All procedure revisions have either been approved or are drafted and

-in the On-Site Review and approval process. More specifically, all power

operated valve procedures have'been approved. The use of the check valve implementing l procedures is impacted by pending IST program relief requests which will be sent to your office by July 6, 1990. NRC review and approval of these requests is necessary prior to August 15, 1990 so as not to impact the upcoming Unit 2 refueling outage schedule and the use of the implementing procedures.

Since the use of the procedures is impacted by acceptability of the relief requests the remaining implementation procedures will'be approved by August 15, 1990 assuming the requests are also approved by this date.
