Dear Mr. Davis:

Reference (a),' addressed to all holders of operating licenses or construction permits for nuclear power reactors, provided information on-Hestinghouse series DS circuit breakers and safety. concerns associated with their use. Addressees using these breakers in Class lE service were-requested

-to perform and document inspection of the welds on the pole shafts and y

inspection of the alignment in the breaker closing mechanism.

'As reported in Reference (b),1 the reactor trip / bypass breakers for 1

both: units had initially'been-inspected within the 30 day period requested by F

Reference 1(a). These initialJinspections revealed the reactor trip / bypass 1

Tbreakers'and marginal pole shaft welds; requiring reinspection:at 200 cycles.

The. Unit l' reactor trip / bypass breakers were reinspected and the pole shafts were replaced during the Unit I refueling outage-(Fall 1988), which was.the first refueling outage for the unit following-the issuance of Reference (a).'

The resultslof.the inspections on the Unit 1 reactor trip / bypass breakers were y

reflected in the breaker inspections reported in Reference (c).

In addition, Reference (c) reported that~for Byron' unit =2,-

Ltwenty-nine (29) assigned breakers-(which included the-4 Unit'2: reactor trip / bypass breakers) had "short-term" and "long-term" inspections performed, m

as defined in Reference (a), during the Unit 2 refuelini outage;(Spring H

-1989)~.u The results' of' these inspections were also reflected in -Reference (c).

The remaining Byron Station breakers, consist,ng of forty-eight -(48)05-206 breaker; and two-(2)05-416 breahers. were inspected ("short term" and-

.long term" inspections)'during the Byron Unit 1 Spring 1990 refueling.

. pole shaft and a direct check of the alignment of,the breaker closing mechanism. Pole' shafts were repitted on those breakers which failed to meet

'all of the-weld acceptance criteria ~ identified in Reference (a). Poleshafts

'on 47 cf the 48 0S-206 breakers and 2 of the 2 05-416 breakers were replaced.

Corrective action for. al1gnment of the breaker closing mechanisms was not

'i required for any of the. inspections performed during this outage.
