BYRON OPERATOR LICENSING EXAMINATION APPEAL RESULTS

Dear Mr. Kingsley:

This letter is to provide you with updated information regarding the number of failures associated with the initial operator license examinations administered at your Byron Nuclear Generating Station from September 14 through September 18,1998. In my previous letter of October 30, 1998, which transmitted examination report 50454/455-98301, I indicated that two Reactor Operator and two Senior Reactor Operator applicants failed portions of the examination. The subsequent appeal process regarding three of these proposed license denials resulted in reassessment of the examination results and issuance of licenses. Therefore, currently only one Reactor Operator failed the examination.

Because of the revision to the examination results, we also reviewed the associated training and corrective action concerns expressed to you in my previous letter. We determined that these concems were still applicable as substantiated by your staff during the October 21,1998, management meeting held at the Region ill office. We will review the progress with regard to your corrective actions during future inspections. j l

In accordance with 10 CFR 2.790 of the Commissions' regulations, a copy of this letter will be placed in the NRC Public Document Room.
