Dear Mr. Keppler:

In accordance with Technical Specification 3.7.9.2 Action Statement A we are submitting this Special Report to advise you that the Fire Protection Deluge System for the ESF Ventilation System 1-HV-AES-1 charcoal filters, was inoperable in excess of 14 days. The Unit 1 Reactor Coolant System entered Mode 4 on December 2, 1984, at which time the ventilation unit and the Fire Suppression System were required to be operable.

The Fire Suppression System was manually isolated to prevent exposing the ESF Ventilation System Charcoal Filters to water damage due to leaking automatic isolation valves and sticking check valves'in the associated drainage system. The system was returned to service following valve repairs. The check valves are presently being replaced with stainless steel check valves.

During the time the system was declared inoperable it was always available for manual actuation.

A Technical Specification change request is being processed changing the mode of operation of the Fire Suppression System from an automatic system to a manual system.

The public health and safety were not affected by this event.
