Dear Mr. Keppler:
In accordance with Technical Specification 3.7.9.1 Action 6.2.c and as stated in my letter dated November 7, 1986, this follow-up report is being submitted.
On November 6, 1986, the north leg of the fire suppression water system outside ring header between valves FP-109 and FP-ll2 was not operable as required by Technical Specification 3.7.9.1.b.
This section of the outside ring header was isolated to allow for the replacement of piping that had been discovered to be above the freeze line for this geographical location.
Backup fire suppression was available from nearby hose stations and the Plant fire truck.
No fire protection systems for safety related areas of the Plant were isolated.
The replacement of this piping and testing are underway and the system is expected to be returned to service no later than December 15, 1936.
