Dear Mr. Keppler:
This is to confirm a verbal report made by Mr. B. A. Svensson, Assistant Plant Manager to your Mr. W. W. Shafer, Chief Projects Branch 2 on September 29, 1983, at 1445 hours0.0167 days <br />0.401 hours <br />0.00239 weeks <br />5.498225e-4 months <br />. At that time Mr. Svensson advised Mr. Shafer that during an inspection of the Unit One containment lower volume a one drop per second leak was discovered on the Non Essential Service Water System. The leak originated at the packing on a manual isolation valve. A follow report will be submitted within 14 days in accordance with Technical Specification 6.9.1.12.
We wish to reiterate our concerns regarding the reportability of this i
type of event as we have on three previous occasions (i.e. transmittals of Licensee Event Reports81-028 on July 20, 1981,83-055 on July 18, 1983 and 83-076 on August 31, 1983). In your response to the above mentioned July 20, 1981 transmittal, the statement was made that "We j intend to discuss the subject with NRC reporting requirements during future meetings with you and other representatives of the Indiana &
Michigan Electric Company".
( Once again, if at all possible, I would like to pursue the outcome of these meetings with you in an effort to establish criteria for reporting leaks of this type.
