Dear Mr. Morely:

This letter will confirm our telephone conversation of Monday, Feb. 28, 1983.

As reported to you by phone, it was discovered early Saturday morning, February 19, that the level had dropped in a 22,000 gallon reservoir which contains lubricating oil for the #2 turbine. The oil in this container is circulated to the bearings in the turbine and than through four coolers in series. Plant service water which picks up heat from y the coolers is discharged to Lake Michigan through the circulating L water discharge 002.

An investigation was started to ascertain where the lubricating had gone.

Finding no oil in the turbine room sump, a check of the coolers was start-i ed. Because the series coolers have no isolation or bypass valves, checks had to be made by isolating pairs of coolers. This procedure is somewhat difficult because the isolation valves are not 100 percent leak-tight.

On February 23, the north set of coolers were isolated to test for leaks P and an oil emulsion was detected from the vents and drains. Assuming the cooler to be in trouble, blanks were immediately installed in the piping to prevent any further discharge to Lake Michigan. Continued test-ing of the unit resulted in the discovery of a tube failure. The failed tube has been plugged and the unit returned to service.

On Saturday, February 19, 750 gallons of oil was required to bring the tank level back to normal. From that time until the leak was found five

! days later, only 75 gallons had escaped. We, thus, have concluded that l= the 750 gallons may have been lost through a very small leak over 55 days or so.
