This special report is being submitted, pursuant to the requirements of Technical Specification 3.7.9.3 Action Statement (B), to inform you of the Low Pressure CO,, system for Unit 1 Control Room Cable Vault being inoperable in excess of f8urteen (14) days. The Low Pressure C0 system was declared inoperableonJanuary7,.1985whenthecommonHalok/CO Pii P ng header was 2
modified by Design Change DC-12-2624. This Design Change is being implemented to achieve and maintain Halon concentrations adequate for fire suppression in compliance with our present test criteria (5% Halon Concentration for greater than or equal to ten minutes).
The system was always capable of performing its fire suppression function but the fourteen (14) day limit was exceeded as a result of being administrative 1y inoperable due to delays in completing the Design Change Completion Notification.
Technical Specification 3.7.9.3 Action Statement requirements ate being met while the Low Pressure CO 2 system remains inoperable. Partial completion of Design Change DC-12-2624 and return to service of the Low Pressure CO, system for the Unit 1 Control Room Cable Vault is scheduled for February 28, 1985.
