This special report is being submitted, pursuant to the requirements of Technical Specification 3.7.9.3 Action Statement (B), to inform you of the Low Pressure CO,, system for Unit 1 Control Room Cable Vault being inoperable in excess of f8urteen (14) days. The Low Pressure C0 system was declared inoperableonJanuary7,.1985whenthecommonHalok/CO P P ng header was ii 2
modified by Design Change DC-12-2624. This Design Change is being implemented to achieve and maintain Halon concentrations adequate for fire suppression in compliance with our present test criteria (5% Halon Concentration for greater than or equal to ten minutes).
The system was always capable of performing its fire suppression function but the fourteen (14) day limit was exceeded as a result of being administrative 1y inoperable due to delays in completing the Design Change Completion Notification.
Technical Specification 3.7.9.3 Action Statement requirements ate being met while the Low Pressure CO system remains inoperable. Partial completion of Design 2
Change DC-12-2624 and return to service of the Low Pressure CO, system for the Unit 1 Control Room Cable Vault is scheduled for February 28, 1985.
