Dear Mr. Keppler:

This is to confirm a telephone report made by our Assistant Plant Manager, Mr. B. A. Svensson, to your Mr. D. C. Boyd at 1535 hours0.0178 days <br />0.426 hours <br />0.00254 weeks <br />5.840675e-4 months <br /> on November 17, 1983, at which time we reported that two unrelated equipment failures on Unit I solid state reactor protection system placed the Unit in a less conservative condition than allowed by the applicable Action Statement

  1. 6 of Table 3.3-1, Technical Specification 3.3.1.1.

The first event, which occurred at 0910 hours0.0105 days <br />0.253 hours <br />0.0015 weeks <br />3.46255e-4 months <br /> on November 17, 1983, involved the Unit One, Loop 1, Overpower Delta Temperature Rod Stop and Reactor Trip Bistable failure. The bistable was declared inoperable, the module replaced, recalibrated, and the loop was returned to service at 1226 hours0.0142 days <br />0.341 hours <br />0.00203 weeks <br />4.66493e-4 months <br />.

The second event, which occurred at 1150 hours0.0133 days <br />0.319 hours <br />0.0019 weeks <br />4.37575e-4 months <br /> on November 17, 1983, involved the Unit One, Loop 2, Over Temperature Delta Temperature Bistable failure.

The bistable failed high. The problem was corrected and the loop was returned to service. The fact that two loops were inoperable at the same time created the prompt reportable situation.

As required by Technical Specification 6.9.1.12, a follow-up report will be submitted within fourteen (14) days.
