Dear Mr. Keppler:
The purpose of this letter is to rescind a 24-hour notification that was made to your Mr. Boyd on October 28, 1983. At that time we advised Mr. Boyd that during a Unit 1 Containment Purge, while in Mode 5, two of our Radioactive Gaseous Monitoring Instruments (ERS-1300 and ERS-1400) were inoperable for a time period of 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> and 2 minutes, contrary to Technical Specification 3.3.3.10, Table 3.3-13, Item 4.
Subsequent investigation into this event revealed the 'following:
1.
There were no releases via this pathway; thus the monitors (ERS-1300 and ERS-1400) were not required to be operable.
2.
When the Unit is in Mode 5, the requirements for Contain-ment integrity and purge isolation are not applicable.
These monitors (ERS-1300 and ERS-1400) are strictly used to monitor containment conditions for personnel habitability.
3.
The Donald C. Cook Plant does not use ERS-1300 and ERS-1400 to monitor radioactive gaseous effluent releases.
Such releases are monitored through the Unit vent monitor, ERS-1500. A Technical Specification change request will be initiated to remove this requirement for monitors ERS-1300 and ERS-1400.
