OF PUBLIC MEETINGS ON THE DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT REGARDING THE BEAVER VALLEY POWER STATION, LICENSE RENEWAL REVIEW (TAC NOS.

MD6595 AND MD6596)

On October 30, 2008, members of the U.S. Nuclear Regulatory Commission (NRC or the staff) held public meetings at the Embassy Suites, 550 Cherrington Parkway, Pittsburgh, PA 15108, concerning the staff=s environmental review of the application submitted by FirstEnergy Nuclear Operating Company (FENOC) for renewal of Beaver Valley Power Station (BVPS) operating licenses. The purpose of the meeting was to provide the public with an opportunity to comment on the draft supplemental environmental impact statement (DSEIS) which was issued in September 2008. Formal presentations were made by the NRC staff.

The DSEIS is a site-specific supplement for BVPS to the ?Generic Environmental Impact Statement for License Renewal of Nuclear Plants@ (NUREG-1437). The NRC staff described the overall license renewal process, and provided a description of the environmental review process. The NRC staff also described the preliminary results of their analyses. The environmental impacts of continued operation were preliminarily characterized as small in all areas. The impacts of alternatives (including the no-action alternative) were preliminarily characterized as potentially reaching moderate to large significance in at least some environmental areas.

After the formal presentations were given by the NRC staff, members of the public were invited to provide comments. Approximately 45 people attended the two sessions. Attendees included members of the public, representatives of the NRC, representatives of the licensee, representatives from State agencies, and local government officials.

In an effort to improve communication and increase interaction with members of the public, the NRC staff conducted open houses for one hour before each meeting. The staff provided displays and brochures and met with members of the public to answer questions about the proposed renewal of the BVPS operating licenses.

A combined listing of attendees for both public meetings is provided in Enclosure 1. Enclosure 2 is the meeting agenda. Enclosure 3 is a copy of the meeting handouts provided during the public meeting open house. The NRC staff will consider all comments on the BVPS DSEIS received by December 17, 2008, and make any necessary revisions to the document prior to issuing its final supplemental environmental impact statement, scheduled for May 2009.
