The Mayor and town Council of Midland Borough respectfully requests the U. S. Nuclear Regulatory Commission to renew the operating licenses for the Beaver Valley Power Station Units 1 and 2 for the following reasons:

" There are no environmental impacts that would preclude renewal of the operating licenses for Units 1 and 2.

" The Beaver Valley Power Station is one of Beaver County's largest employers and taxpayers.

  • The plant contributes more than $4 million annually in payroll, property and utility taxes.
  • A 20-year license renewal of Beaver Valley Units 1 and 2 would provide economic certainty to the Beaver Valley area especially during a time when the economy of the United States is very unstable.
  • More than 1, 000 temporary jobs are provided at the plant during refueling and maintenance work periods. These outages take place every 18 months for each unit and provide important economic benefits to commercial businesses throughout Beaver County.
  • According to the U.S. Department of Energy, it is projected that the demand for electric power is expected to increase to 40 percent in the United States by 2030. The Beaver Valley Power Station needs to continue to produce safe and reliable electricity to meet those increased power demands.
  • Nuclear power plants are the lowest-cost producer of base-load electricity. According to historical information, the average production costs of 1.72 cents per kilowatt-hour includes the costs of operating and maintaining the plant, purchasing fuel and paying for 6)O4?ez c7" 56 3

Page 2 November 10, 2008 Beaver Valley Power Station Units 1 and 2 Shippingport, PA License Renewal the storage of used fuel. As a result, the Beaver Valley Power Station should be able to continue to provide low-cost electricity for the region's citizens and businesses.

" Since 2002, First Energy has expended more than $550 million to upgrade the Beaver Valley Power Station in order to continue to operate safely and reliably well into the future.

" If the licenses weren't renewed, Beaver County would suffer economically with the loss of more than 1,000 good jobs. Small business such as the ones in Midland Borough that are located near the station and rely on the patronage of station employees would be financially devastated with the loss of the Beaver Valley Power Station.

The Mayor, town council of Midland Borough, commercial businesses and residents support the operations of the Beaver Valley Power Station and humbly request that you consider all of the positive reasons for renewing the operating licenses for Units 1 and 2 for an additional 20 years.
