SUMMARY
OF AUGUST 1, 2012, MEETING WITH FIRSTENERGY NUCLEAR OPERATING COMPANY TO DISCUSS UPCOMING NATIONAL FIRE PROTECTION ASSOCIATION STANDARD 805 LICENSE AMENDMENT REQUEST STATUS (TAC NOS. ME9015 AND ME9016)
On August 1, 2012, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of FirstEnergy Nuclear Operating Company (FENOC, the licensee). The purpose of the meeting was to discuss the status of a proposed future license amendment request (LAR) involving a transition to National Fire Protection Association Standard 805 (NFPA 805) for Beaver Valley Power Station (BVPS), Units 1 and 2. Specifically, the licensee provided notification to the NRC staff that the committed due date of September 30, 2012, for the subject NFPA 805 LAR, will not be met.
The licensee provided an explanation for the projected delay in the scheduled submission of the NFPA 805 LAR. Project challenges have included: Differences in the licensing basis and the plant design between the two BVPS units, an issue involving fire ignition sources in the BVPS, Unit 1 process rack area, as well as other challenges that were not anticipated when the commitment date of September 30,2012, was set. The licensee's projected revised submission date for the NFPA 805 LAR was estimated to be in the fourth quarter of calendar year 2013. The NRC staff asked questions regarding the technical and scheduling challenges, as well as the licensee's plans to address the upcoming September 30, 2012, deadline. The NRC staff reminded the licensee that their original letter committing to the NFPA 805 process was dated December 22, 2005. The licensee stated that by the end of the current week they would communicate to the NRC a date for submission of a letter containing a formal request for extension of the deadline for the NFPA 805 LAR. This upcoming letter would contain the licensee's basis for a scheduled extension request, as well as a specific proposed submittal date.
